Okay, I know I could just google this, but I have very limited time on my hands right now, so I'm sorry, I'm going to commit an Internet faux pas and just directly ask where I know someone knows the answer:

What is the safest and most effective way to convert all my LJ posts to DW, while maintaining as much of the custom friendslocks as possible, as well as the chronological order?

Not sure about this, but! Dreamwidth's importer seems like it would do what you want. There's a guide to using it over here.

I recently imported my journal using DW's importer. I imported the tags, security groups, entries, and comments.

For me, the only problem was with the security groups, and even then, I had no problems with the importer making secure entries public. Instead, it gave me all of my security group labels, but I had to go put everyone back in those groups. But like I said, the entries were all still labeled as "custom locked" or whatever it's called over here.

Also! It imported them all as if I had posted them on the date when I originally wrote them (i.e., did not flood my friends page).
